An August 2010 Dear Colleague Letter (DCL GEN-10-16/FP-10-06), which provides updated information regarding the impact of a “major disaster” on the administration of the Title IV student assistance programs, supplements all information in the Federal Student Aid Handbook and supersedes guidance published in previous Dear Colleague Letters.

A State Legislative Update, which was last updated on August 16, describes recent action taken on the budget for fiscal year 2011, which began on July 1, 2010.
According to an August 13, 2010 electronic announcement from the U.S. Department of Education (ED), a recently-awarded contract allows the Nelnet Total and Permanent Disability Servicer to begin receiving and processing general total and permanent disability discharge assignments on behalf of ED, effective October 1, 2010. ED will be providing a series of informational announcements to schools (for the Federal Perkins Loan Program) and loan holders, lenders and guaranty agencies (for the Federal Family Education Loan Program) regarding the transition to the Nelnet Total and Permanent Disability Servicer.
In addition, an August 16, 2010 Dear Colleague Letter (DCL GEN-10-15/FP-10-05) announces the approval of a revised "Discharge Application: Total and Permanent Disability" for use by borrowers in the William D. Ford Federal Direct Loan, FFELP, and Federal Perkins Loan programs, as well as by recipients of grants under the Teacher Education for College and Higher Education (TEACH) Grant Program. This DCL includes instructions regarding implementation of the revised application.
