MAP grants are paid directly to the approved institution of record which certified the applicant's eligibility. Schools may begin requesting payments for MAP 10 days before the beginning of the semester. Payment of grant benefits is requested by the school through ISAC and sent by the State Comptroller directly to the institution.

Schools receive award announcements via MAPnet on all SAR transactions, which assume full-time enrollment. When students enroll less than full time, payment adjustments are based on the most recently announced award.

2009-10 Payment Processing

Colleges can request MAP and IIA payment utilizing the file extraction feature of MAPnet or by sending payment requests via File Transfer Protocol (FTP).

Payment claims submitted via FTP or MAPnet will result in the Payment Results Report, Payment Results Summary Report and Payment Exceptions Report, which are available via MAPnet. These reports will not be mailed to schools. If money is due to the school, the Payment Voucher(s) will be mailed.

In order to obtain a listing of students included with any Payment Voucher(s), you may view and print the corresponding reports within MAPnet. Due to space constraints, reports will only be available online for 14 days. After that time if you need a copy of the report, you will need to contact the School Services Department.

Important Information for 2009-10 Payment Processing

  • 2009-10 Monetary Award Program (MAP) full award amounts (including second and third terms) have been restored in MAPnet, and are reflected on all applicable MAPnet screens and on the Eligibility Status File (ESF).
  • 2009-10 MAP payment requests may be submitted via MAPnet and the FTP process for all terms.
  • Records released from limited shutdown display a new "R" code in the Shutdown field. To identify these records in MAPnet, create a report and filter based on the Shutdown field.
  • When preparing 2009-10 payment requests, remember the previously-announced MAP and IIA Program suspension dates.
    • Originally ISAC suspended the announcement of MAP grants for all students whose initial 2009-10 FAFSA was received by the CPS on or after May 15th. On January 26, 2010, MAP grants with FAFSA receipt dates of May 15, 2009 through June 4, 2009 were released from suspension and were available for payment in MAPnet on January 27th. Records with FAFSA receipt dates on or after June 5th will remain in a suspended status.
    • The announcement of IIA Program grants has been suspended for all students whose initial 2009-10 FAFSA was received by the CPS on or after April 18th.
  • As a result of the limited release of suspended records, first term late claim and second term claim processing for MAP is as follow:
     
    • 2009-10 First Term Late Claims

      MAP payment processing for all first term claims (including initial claims) will be allowed through April 1, 2010. Student records released from suspension (full year awards) on January 26th are eligible for first term payment (refer to the 2009-10 MAP Applicant Award Status Chart), even though the January 10, 2010 first term priority payment claim deadline has passed (i.e., they are late claims). Schools may use their standard procedure to request payment for those students.

      Payment processing for held first term claims for MAP grants were also released. [Silas Purnell Illinois Incentive for Access (IIA) Program grants are not being released for late payment processing]. MAP records held as late claims are identified on the Payment Results Report with a Result Code of "Y." All late payment requests that were submitted after January 10, 2010 were automatically be reprocessed, with results appearing on the Payment Results Report

    ISAC will continue to monitor the volume of payment requests received, along with the level of available funding, in order to determine whether a second partial release of suspended MAP records can be scheduled. 

    • Second Term Payment Claim Deadline Date – April 1, 2010

      The second semester/second quarter payment claims for MAP are due to ISAC by 5 p.m. on April 1, 2010 (for those institutions where the second semester begins after February 15th, the claim deadline date is June 1, 2010). The prompt submission of all 2009-10 MAP claims will allow ISAC to re-evaluate remaining funding to determine if late claims will continue to be paid. It is possible that any payment claims submitted after the second term deadline date will be held until after the processing of timely claims for the final term.
       
  • Refer to the approved 2009-10 Payment Claim Deadlines for MAP and the IIA Program 
  • The status of payment to colleges can be tracked through the State of Illinois Comptroller's web site. Use the "Vendor Payment" area of the site at any time throughout the year to make inquires about pending payment for MAP, IIA and ISAC's other gift assistance programs.

    Payment Proration Methodology

    Payment proration methodology is based on credit hours rather than the previous definition of the student's enrollment status (full-time, half-time, less than half-time). FY2010 funding will not be available to pay for students enrolled for more than 15 hours. Payment will be made according to the number of credit hours enrolled by applying a fraction, according to the student's credit hours claimed with a maximum of 15 and a minimum of 3, to each student's calculated term award amount.
