2010-11

Budget Packets

It is anticipated that the 2010-11 budget packets (MAP, ING and IVG) will be available for colleges to retrieve at collegezone.com by April 1, 2010. Colleges can expect the same packet format and general process as last year.

  • 2010-11 budget packets should be completed and submitted to ISAC on or before June 1, 2010.
  • If final tuition and fee charges will not be determined by June 1, a written explanation stating that the institution's governing board has not finalized budget figures must accompany the budget packet (listing estimated figures) and be signed by the Financial Aid Director. Final tuition and fee figures must then be submitted to ISAC on or before August 1, 2010.
  • The preferred method of submitting the budget packet is as an attachment via the e-mail account of the Financial Aid Director.

2010-11 MAP-IIA Files Specifications

The MAP-IIA Files Specifications have been updated for the 2010-11 processing cycle. This 160-byte file layout is pertinent to school utilizing the file extraction features of MAPnet or for sending payment requests for MAP or the IIA Program to ISAC via File Transfer Protocol (FTP). No changes have been made for  2010-11 processing. The 2010-11 MAP-IIA File Specifications are available within the Electronic Tools section of the e-Library.

MAP Start-Up

The 2010-11 start-up for the Monetary Award Program (MAP) and the Silas Purnell Illinois Incentive for Access (IIA) Program began February 9, 2010. All MAP and IIA data can be accessed via MAPnet. Daily processing of 2009-10 ISIR and eligibility status information began on February 10th. When applying the 2010-11 start-up formula the maximum annual award amount for a MAP grant is $4,968.

As was originally indicated in a February 10 e-Message, no IIA Program award information appears on the 2010-11 acknowledgement letters sent to students by ISAC. Colleges are urged not to announce IIA awards, as preliminary indications are that the program will not receive funding for the 2010-11 academic year. As more definite information becomes available during the fiscal year 2011 state budget process, you will be notified via the usual communication methods (i.e., e-Messages, the FAA Message Board, and the IIA Program News page).

As a reminder, all colleges are required to:

  • announce MAP awards to the students enrolled at their institutions, including students who are only eligible for a second semester/second and third quarter MAP award;
  • clearly identify the awards on the award notification as: State of IL MAP Grant (Est); and
  • include the School Issued Award Letter Language for 2010-11 with the award notification.

Compliance with the above requirements is one of the components included in ISAC program reviews.

The MAP and IIA area within the Gift Assistance Programs section of the FAA Zone have been updated to include the 2010-11 MAP Formula, Information regarding calculating a term award for both semesters and quarter schools, guidance regarding rounding, partial awards and the hand calculation forms. The MAPnet User Guide is being updated to reflect 2010-11 processing information. Be sure to regularly check the MAP and IIA Program News sections for an announcement of when the revised MAPnet User Guide and remaining 2010-11 MAP Formula pages are available.

Notification to Applicants

Samples of the 2010-11 Acknowledgement Letters that ISAC sends to students are available within MAP area of the FAA Zone along with the MAP Rights and Responsibilities. In order to accommodate the volume of applications submitted since January 1st, ISAC anticipates starting to mail 2010-11 acknowledgement letters to applicant by February 19, 2009. Once all letters for previously submitted applications have been sent, letters will be generated and mailed following a regular schedule.

Based on current 2010-11 budget estimates, no IIA Program award information will appear on the acknowledgement letters sent to students by ISAC, nor will students receive the IIA Information Sheet with their acknowledgement letters. Although the MAPnet version released at start-up contains IIA components, no 2010-11 IIA award information is being provided to students by ISAC at this time.

2009-10

The fiscal year 2010 (FY2010) budget that was passed in
July 2009 provided a funding level for the Monetary Award Program (MAP) that would cover tuition and mandatory fee expenses for only the first half of the 2009-10 academic year. Subsequently, legislation passed by the General Assembly and signed into law by the governor in October 2009 appropriates an additional $205 million to ISAC to restore MAP funding for the remainder of the academic year for those eligible applicants whose initial 2009-10 Free Application for Federal Student Aid (FAFSA) was received by the federal processor on or before May 14, 2009.

Limited Release of Suspended MAP Award Announcements

ISAC suspended the announcement of 2009-10 MAP grants for all students whose initial 2009-10 FAFSA were received by the Central Processing System (CPS) on or after May 15, 2009. Due to a combination of factors affecting payment claim rates for first term, ISAC released MAP grants from suspended status for students whose FAFSA receipt dates were May 15, 2009 through (and including) June 4, 2009. These records are available for payment and may be viewed in MAPnet. ISAC will allow MAP payment processing for all first term claims (including initial claims) through April 1, 2010. All MAP grants for eligible students with initial FAFSA receipt dates on or after June 5, 2009, remain in a suspended status.

Refer to the Suspension of Award Announcements page within this section, for information on how to identify records in a suspension status or released from suspension in MAPnet and on the Eligibility Status File (ESF).

ISAC will continue to monitor the volume of payment requests received, along with the level of available funding, in order to determine whether a second partial release of suspended MAP records can be scheduled. Although second semester/second quarter payment claims for MAP are due to ISAC by 5 p.m. on April 1, 2010 (for those institutions where the second semester begins after February 15th, the claim deadline date is June 1, 2010), the prompt submission of all 2009-10 MAP claims (for applicants whose initial FAFSA receipt dates were on or before June 4, 2009) will greatly assist in this effort.

The February 1st e-Message and the 2009-10 MAP Payment page within this section provides details about payment processing for the records released from suspension.

Payment

Effective December 18, 2009, the MAPnet system is available again to accept 2009-10 payment requests via both MAPnet and the File Transfer Protocol (FTP) process. 

Details regarding the 2009-10 MAP & IIA Program payment processing cycle, including payment information for records released from suspension, are available in the payment section of each program. Creating a Report for the Release of Shutdown Records

Records released from limited shutdown display a new "R" code in the Shutdown field. To identify these records in MAPnet, create a report and filter based on the Shutdown field.

  • Access the Student List Eligibility screen.
  • Click on the Filter Tab.
  • Check the "Shutdown" box.
  • Click on the View Tab to view a listing of the students records with "R" codes.
  • At the bottom of the list, click the “View Report” button.  The listing will appear in report format.
  • The report can be printed or saved by using the commands in the browser toolbar.
